Overview
The Anita Ferrales Coy Facility—formerly known as the John T. Allan Facility and renamed in 2018—is situated on an almost 18 acre site in East Austin. The facility is currently home to the district’s Alternative Learning Center (ALC).
In 2019, the Austin ISD Board of Trustees made a commitment to work with communities and partners to develop plans for the repurposing of underutilized sites, which included the Coy site. In March 2023, the Board of Trustees unanimously approved the district issuing a request for proposal to identify a development partner to repurpose the Coy campus to achieve the following goals:
- Deliver high quality housing that is affordable for new and experienced teachers, district staff and families to support both attraction/retention of culturally proficient professionals and enrollment growth.
- Provide a modernized facility for the Alternative Learning Center that supports state of the art instruction, while addressing cultural identities and safety, to better serve our students.
In November 2023, the Board of Trustees unanimously approved the selection of The NRP Group as the development partner. Together, Austin ISD and the NRP Group plan to build multifamily workforce housing, a new ALC campus, and public park space on the Anita Coy site.

September 2024:The Austin ISD Public Facility Corporation held a meeting on September 23rd to receive a briefing on the status of the Anita Coy repurposing. You can watch a recording of this meeting on the District’s website.
August 2024:The rezoning and neighborhood plan amendment was approved by Austin City Council on August 29th. Please subscribe to stay updated on future meetings!
July 2024:The proposed Rezoning and Plan Amendment was approved by the Planning Commission at their July 9th meeting. The request will now be heard by Austin City Council on July 18.
June 2024:The proposed Rezoning and Plan Amendment was scheduled for a public hearing in front of the Planning Commission at the June 25th meeting. This hearing was postponed, and is now expected to be heard at the July 9th Planning Commission meeting.
May 2024:Due diligence efforts continued at the site. A public hearing for the proposed rezoning and neighborhood plan amendment have not yet been scheduled, but we anticipate these meetings will occur this summer. Be sure to check back on this website for more information as it becomes available.
April 2024:The City of Austin Planning Department will hold a virtual community meeting on Monday, April 1 at 6:00 pm. For more information on participating in the meeting you can visit the City’s website. or view the Virtual Community Meeting Notice(link).
March 2024:Homes and businesses within 500 feet of the Anita Coy property have received a Notice of Filing of Application for a Neighborhood Plan Amendment(link) and a Notice of Filing of Application for Rezoning(link). A public hearing has not yet been scheduled. The City will send out additional notices once a hearing is scheduled. February 2024:An Application for Rezoning and Application for Neighborhood Plan Amendment have been filed with the City of Austin. The applications intend to amend the Govalle/Johnston Terrace Combined Neighborhood Plan to change the site designation from "Civic" to "Mixed-Use” and change the zoning from "Public" to "General Commercial Services-Mixed Use-Vertical Mixed Use." This rezoning will allow for the proposed multifamily housing use and new Alternative Learning Center campus. Public hearings will take place in front of the Planning Commission and City Council later this year. Additionally, upcoming community meetings will be held to discuss the project and listen to feedback from the community. November 2023:The Austin ISD Board of Trustees unanimously approved the district entering into an exclusive agreement with The NRP Group, the selected development partner for the Coy site. Review the agenda item.
The focus for this site will be on workforce and affordable housing as well as other community benefits.
By working with an experienced housing development partner for the Coy site and leveraging the value of district-owned land through a long-term ground lease, the district can achieve the following:
- Deliver high quality housing that is affordable for new and experienced teachers, district staff and families to support both attraction/retention of culturally proficient professionals and enrollment growth.
- Provide a modernized facility for the Alternative Learning Center that supports state of the art instruction, while addressing cultural identities and safety, to better serve our students.
